unistall a jez plugin

I had to unistall the Jez theme template which I did via the template extensions and uninstall.  But when I try and use another template it is just overridden with Jez stuff.
I have found there is just one plugin still installed but it wont let me unistall it - is there anyway to override?

It has messed up this site!  I have tried to reinstall joomla, but something is still there!

I am very sorry to hear about your problem.

Which of our product you are trying to uninstall?

If it is a template then there is no any plugin would be installed automatically by the template. Otherwise, please tell me the name of the plugin, that causes your site down, you think belonging to our template.
